Female genital mutilation violates a series of well-established human rights principles, norms and standards, including the principles of equality and non-discrimination on the basis of sex, the right to life when the procedure results in death, and the right to freedom from torture or cruel, inhuman or degrading treatment or punishment as well as the rights identified below. As it interferes with healthy genital tissue in the absence of medical necessity and can lead to severe consequences for a woman’s physical and mental health, female genital mutilation is a violation of a person’s right. The Committee on the Elimination of All Forms of Discrimination against Women, the Committee on the Rights of the Child and the Human Rights Committee have been active in condemning the practice and recommending measures to combat it, including the criminalization of the practice. The Committee on the Elimination of All Forms of Discrimination against Women issued its General Recommendation on Female Circumcision (General Recommendation No 14) that calls upon states to take appropriate and effective measures with a view to eradicating the practice and requests them to provide information about measures being taken to eliminate female genital mutilation in their reports to the Committee (Committee on the Elimination of All Forms of Discrimination against Women, 1990). 1
