Results: Compared with those who smoked only tobacco, co-users were younger and had smoked for fewer years; had higher household income; were more likely to be male, multiethnic, and nondaily smokers; and reported greater alcohol and other drug use. The variable of days using marijuana in the past 30 days was associated with multiple measures of tobacco use intensity/frequency. Only one association was significant between marijuana use and tobacco-related cognitions: Co-users had a lower likelihood of planning to quit tobacco for good (odds ratio = 0.75, 95% CI [0.58, 0.98]). Conclusions: Findings support the association between tobacco and marijuana use among young people but speak to the importance of addressing tobacco cognitions in young adult smokers regardless of level of marijuana use. The use of cocaine dropped sharply across the United States from 2006 to 2010, while the amount of marijuana consumed increased significantly during the same period, according to a new report. Studying illegal drug use nationally from 2000 to 2010, researchers found the amount of marijuana consumed by Americans increased by more than 30 percent from 2006 to 2010, while cocaine consumption fell by about half. Meanwhile, heroin use was fairly stable throughout the decade. Methamphetamine consumption dramatically increased during the first half of the decade and then declined, but researchers did not have enough information to make a credible estimate of the drug's use from 2008 to 2010. The findings come from a report compiled for the White House Office of National Drug Control Policy by researchers affiliated with the RAND Drug Policy Research Center. “Having credible estimates of the number of heavy drug users and how much they spend is critical for evaluating policies, making decisions about treatment funding and understanding the drug revenues going to criminal organizations,” said Beau Kilmer, the study's lead author and co-director of the RAND Drug Policy Research Center. “This work synthesizes information from many sources to present the best estimates to date for illicit drug consumption and spending in the United States.” (1)

Key Findings. There is insufficient evidence, particularly because of the low number of studies, to assess whether the all-cause mortality rate is elevated among cannabis users in the general population. Case–control studies suggest that some adverse health outcomes may be elevated among heavy cannabis users, namely, fatal motor vehicle accidents, and possibly respiratory and brain cancers. The evidence is as yet unclear as to whether regular cannabis use increases the risk of suicide. Conclusions. There is a need for long-term cohort studies that follow cannabis using individuals into old age, when the likelihood of any detrimental effects of cannabis use are more likely to emerge among those who persist in using cannabis into middle age and older. Case–control studies of cannabis use and various causes of mortality are also needed. (1)

Under the terms of the new law, medical marijuana dispensaries operating under local authority will be phased out. Patients will instead access their medicine from retail shops that hold a medical endorsement and are licensed by the state’s Liquor Control Board. The new law also creates a voluntary patient registry. Patients who sign up with the registry will be allowed to purchase more marijuana per transaction, receive a modest tax break, and are protected from arrest if in possession of their registration card. Patients retain the ability to grow their own medicine, both individually and collectively. Patients who join the registry are allowed to cultivate six plants, while those who are not registered will be allowed four plants. Collective membership has been reduced from 10 patients to four and a registration requirement has been added. However, the law increased the number of plants a collective may cultivate from 45 to 60. While these changes are upsetting to some and not enough for others, we hope the Liquor Control Board takes seriously the need for safe and effective medicine and moves forward with a patient-centered focus.
